a. Health facilities
Since people with illnesses and the like visit or stay at these places for examination, treatment, consultation, and so on, particular care is needed for public health. b. Educational institutions
Since many students gather to get education at these places, consideration is needed in terms of education. Staff rooms are not only the workplaces of educational staff members, but also places which are visited by many students. In schools and the like, which are especially for minors, smoking areas should be established with thorough consideration in terms of education.
c. Governmental offices
These are public institutions, and are places of a highly public nature. They should take the lead in conducting smoking restriction measures.

These are places of a highly public nature and places where people exercise for the sake of their health. The principle of smoke free, as in [1], is strongly recommended. In many places, measures have been taken independently in the past based on the needs of visitors and the circumstances of usage. However, there is a need for further promotion of these measures and for efforts to ensure thorough smoking restriction.

a. Public transport facilities
These are means of transporting indefinitely large numbers of people in closed spaces for a certain period of time, and are used for commuting, travel, and so on. Smoking restriction has being performed voluntarily and actively, with passenger cars and seats being divided as non-smoking and smoking, and smoking areas being established on platforms, with smoking prohibited in other areas. Smoking should be prohibited in passenger cars when operators judge that the transportation is used primarily for short distances and short periods of time. Also, in the case of smoking restriction within a passenger car, air cleaning equipment should be actively utilized because the spaces are closed.
b. Financial institutions, etc.
These places are visited for social necessities such as depositing and withdrawing cash. From the standpoint of crime prevention, establishing smoking rooms and so on is difficult. However, smoking restriction should be promoted by such means as establishing smoking areas.
c. Museums, etc.
Art museums and other museums are visited for the appreciation of works of art and so on. In many cases, smoking in exhibition rooms is voluntarily prohibited on their own initiative. Active efforts for smoking restriction should be made in lobbies and so on in order to provide a comfortable environment for appreciation.
d. Sport facilities
These places are visited in order to play sport, watch competitions, or exercise for the sake of health. In indoor spectator sport facilities, smoking is prohibited in places other than smoking areas by the criteria of the Entertainment Facilities Act. Smoking restriction should be especially actively promoted in facilities where many minors gather together.

a. Restaurants
These places are used for eating and drinking in accordance with an individual preference. While environmental tobacco smoke is unpleasant for non-smokers, these are also places where smokers desire to smoke. In relatively small establishments, smoking restriction would be difficult when many people gather in a restaurant. Therefore, it would be desirable to be smoke free. However, in cases where this is difficult, air cleaning equipment should be used, and consideration should be made concerning passive smoking.
b. Lodging facilities
These are places where people lodge and dine in accordance with their individual preference. In order to satisfy the demands of visitors who prefer smoke free, non-smoking floors, non-smoking rooms, and so on should be established.
c. Sales
These places are used for shopping according to individual preference. In many cases, smoking is prohibited from the standpoint of fire prevention by the Fire Prevention Ordinances of cities and villages.
d. Entertainment facilities
These places are used for entertainment according to individual preference. In many cases, smoking is prohibited from the standpoint of fire prevention in audience seats by the Fire Prevention Ordinances of cities and villages.
e. Recreational facilities
These places are visited for recreation according to individual preference. Appropriate smoking restriction is desirable with consideration for the needs of users.
(2) Outdoor locations
Even outdoors, consideration should be made for passive smoking with a view to space and time of day that tend to be crowded. Also, increased education is needed to establish a social rule of strictly observing the proper disposal of cigarette butts and not smoking while walking, for reasons that include fire prevention and danger.
